Scottish independence referendum call 'will only help the SNP'

The move to alter the voting age to 16 was first voted on at an SNP National Council on Glasgow - in the early 1980s.
Scottish law provides for that age legality of marriage, joining the military, being subject to taxation by the state, so the arguments were about aligning an 'age of majority' including voting.
All that has changed is that the SNP Government now has a majority and the power to implement party policy. Called democracy.
There are strong arguments both for the voting age to be 16 - or that qualification and others to be raised to a higher age. Debate it it if you will, but the SNP policy was about the principle, not short term voting advantage.
